the main issue isn't technology, it's staffing.

You can do a lot of stuff if you have exponentially more resources being used (here, larger staff). It reminds me of some examples from the book Three Body Problem.

I'm not even that old but remember in college working at a Christmas tree farm in BR. My boss gave me and another guy a piece of paper with an address way out in the boonies and said take the work truck and deliver a tree to this place, stop and get a map or something.
Took us like 2 hours following a gas station map but I'll tell you the sense of accomplishment was astonishing.
