Government at all levels has a duty to the people to provide a foundation of safety. This includes provisions for septic, waste, and fire prevention. Municipalities cannot do so with variables that mobile tent camps popping up wherever and whenever bring.

Homelessness is a symptom of societal rot at the core. Disintegrating familial structure and the decline of human morality over the last 60 years has sent this country into a tailspin that it will never recover.
I'm inclined to agree with you that broken systems haven't done much to alleviate the symptoms, but you are still dealing with an unsustainable problem that will only get worse.
You also need to acknowledge homelessness among military veterans. I have a fair amount of investment real estate with 50 units. Back in 2005 I took in a Katrina refuge homeless man that was an Army vet. The level of disregard by the military towards traumatized soldiers is appalling and is a direct result of our tax dollars fueling conflict all over the world.
It took 2 years for him to work through his issues (alcohol/drug abuse) to the point that he could hold a steady job. He has a family now and his own home.
This kind of situation is so common now that we've all become desensitized to it.

Then arrest them for crack possession, or theft or a variety of crimes more substantial
If we don’t have mental health facilities or a viable shelter what’s the end game to petty arrests over loitering and the like? Run up fines they can’t pay, for expensive jail stays instead of providing some sort of services?

Maybe you should pay extra taxes, but I bet you don’t. In fact, I bet you have a CPA do your taxes in order to minimize your tax bill.

Have you ever walked through a homeless camp? I’ve walked through a few and the amount of needles, soiled diapers, and filth I saw was mind blowing. And the diapers weren’t infant diapers…
I have some family members through my wife’s family that have serious mental health issues and I get that side of homelessness but at a certain point homelessness is a culmination of poor decisions. The people who are homeless that actually want to take advantage of programs that are available to them will find a way out. Those programs are great and should be encouraged.
In regards to land for them to camp on, where does this land come from? I don’t think jail is the best option but the majority of homeless I’ve encountered use any money they get on either drugs or blow their money on lottery tickets.
Just tonight I was at a gas station and the homeless man that I see there regularly spent over $40 on lottery tickets. If a homeless person asks me for food I would have a hard time turning them down.. if a homeless person asks me for money there is no way I’m giving them a penny.
