He took a huge risk shooting the dog right by the man. He has to absolutely make sure he won't hit the man. The man would rather get bit for 15 seconds more compared to him hastily shooting and accidentally killing him. He had to take time and be sure he was accurate.

He has to be sure he doesn't shoot the man being attacked. Those dog bites are likely superficial and can be fixed much more easily than a gunshot.
