They have no clue how shields are effectively used.

Two weaklings with no offensive weapons running haphazardly towards cops is just...dumb.

You get a bunch of shields, make a shield WALL, and then push, hurling projectiles from behind the Wall. (You'd think you'd see more slingers)

Basically copy the tactics of the cops.

I think an effective commander could make some use of these idiots. They are meat shields but even meat shields can be dangerous if correctly wielded and not just a disorganized mob
