The argument I have heard is that black patients are more trusting of black doctors and therefore more likely to be honest about their health conditions and follow recommendations from physicians...and not surprisingly get better care and have better outcomes.
I can't say that's definitively true, but it doesn't sounds particularly unreasonable.
