This is where a large portion of the ballot harvesting occurs. You send out notifications to verify the person who is registered is eligible to vote, when the card does not come back you have your ballots to stuff.

Its why counties have "such difficulties" cleaning up voter roles.

And the infamous quote is always "very few of those people vote"....no they dont but someone votes using their name.
