At the border the cartels bribe border patrol agents who then tell them what booth and when to cross. Then once and a while they get a first time offender, put some money in his account, some drugs in the car, and alert the agent. The smuggler is happy, he spends a few years in prison getting buffed and watching netflix with a fat bank account waiting. Border patrol is a hero for the bust and they give him extra time in the booths so he can help smuggle more, and the cartels are happy.

I just read where Ukraine busted "a huge laundering operation for as much as 20 million dollars". I almost died of laughter. 20 mil, 20 mil are you kidding me? They probably gave the guy 2 mil to take the bust while they are walking away with it in 8 figure chunks.
