A quick glance at Wikipedia shows that he was with the 261st TTSB. They were at Victory Base. I'm not sure where the "he spent time at Balad" claim comes from unless DisplacedBuckeye was actually there and witnessed it.

If Biden did spend time at Balad, it was for very short periods of time as Signal Brigade JAGs hardly ever leave the headquarters. In fact, typically the only members of a Signal Brigade or Signal Battalion HQ who ever leave the wire are the Commander, CSM, and S3, none of which were MAJ Biden.
