Depends on the entity, Federal and State. The message will come down with a time period. On average maybe 10 times a year. So it’s probably laziness. Unless it’s local and the mayor is making the decree.

Its almost every day. Used to be that the only time a flag as at half staff is when an executive (president, maybe vice president, high ranking military official) died. No anytime someone in the immediate area has a wet fart down come the flags. Supposed to be up to either the president or the governor who makes the call. Most federal facilities have a security contractor and they make the call themselves now.
