What I think is interesting is how they seem to use contractors/cutouts for their dirty work. That gives them some BS plausible deniability.

True, true.
What I think is appalling is the Durham report clearly says that the DOJ knew a man they contracted and hired was on the take for classified information at the Brookings Institute in DC.
A real KGB spy was hired by the FBI, therefore cocooned so he couldn't be questioned about the Russian Dossier they spent millions on to entrap a sitting President.

So is contractors how they are getting away with all this? Do they take all their Booz Allan contractors and group them together, give them authority and let them run unsupervised so the "CIA" can officially claim plausible deniability?

"apolitical" huh? Then why is it every past CIA head has come out as anti Trump or has been involved with undermining a Trump administration?
