The Saudis with help from the CIA. The dept of state refused to grant visas to several of the hijackers but the CIA intervened to reverse the decisions.

Most of the terrorist were Saudi nationals. Only Saudi nationals were able to leave the country on 9/11.
The Saudi family has many members who practice Wahabbism.
I would say they are likely as close to terrorism as Pakistan.
