This is a strategy, they are betting that the districts will get shot down. Its a bit of a risky move, but at least 2 lawsuits are in the works to contest the new district map. I hate the way they play these games, but it is what it is currently.

At the least this is a holding action for 2024…
Give Cleo a seat, let Graves take the hit, hope this insanity gets overruled.
This beats having the courts decide to frick the Speaker of the House and several other members with imposing their own map.
