More specifically Old Town. It appears to have once been the heart of downtown. It looked as if the city surrendered it to zombies.
They actually have a steel mailbox looking thing on their waterfront labeled as a needle disposal box. It has a sticker which invites addicts to call a phone number when the box gets full. The river is right behind it.
Typical Portlandia. Of course addicts will do their civic duty, right? Isn’t that what everyone cares about?

I was there visiting my brother..appx 1986. I remember thinking how clean it was and all the flowers. But... Lunacy took over and 35+ yrs later.. Your assessment is true ( family has moved away but still visit and comment about the condition)
