There are too many constitutional dedications, and they hamstring state government. When the revenue estimating conference underestimates the amount of revenue (like they always do) and creates a deficit the only options are cut healthcate, cut higher ed, and raise taxes. That is it.

Removing these protected funds will give government the ability to cut across the board. They won't. They'll spend more, but at least there would be tools to cut.

State parks are less than a piss trickle in the budget and return funds tenfold from outdoor recreation and tourism dollars spent there. But go off king.

Except that he was a spender. That he had to raid a bunch of funds in order to not balance the budget correctly is evidence of that. Jindal's hands were tied because, unlike Congress, the state's budget has to balance. That said, he spent every dime he could get his hands on while demanding cuts in everything but those who supported him.

Also, remember, this is the same guy who literally pushed the state into laundering money. Remember the SAVE act?

For those who weren't around (or have just forgotten), higher education was facing a budget shortfall right at the end of the Jindal years. Bobby's idea was for each college student to be assessed a $1,500 fee. Instead of paying the fee, the state would issue a $1,500 tax credit to the Board of Regents. If that sounds funny, that's because it is as the Board isn't a tax-paying entity.

And then let's not forget about Jindal's attempt to raid part of the pension system. His idea was to increase employee contributions (from 9% to 13%) to pay for the UAL (unfunded accrued liability), except the extra money wouldn't go to the retirement system but would go to the general fund where Bobby and his people would just be trusted to move all of it into the retirement system.

His fiscal blunders left a frickton of debt for JBE and successive legislatures to have to dig the state out of. That's right, he was so bad as a financial manager that we had to count on trial-lawyer-loving JBE to help bail us out.

All of these shitty decisions came because he thought his dick-sucking of Grover Nordquist was going to pave the way for him to the White House.

Jindal was a failure, pure and simple.

Because lobbying gets it done. Almost all of state government is constitution lly protected but higher education and health care.
