I’m fully remote & I’ve never had anyone ask me if Teams is down (nor has it ever been down).

I have had to send the occasional "Sorry, give me 5 minutes. I haven't used Teams in a while and its pushing through an update" Then when I am on, I always have to acknowledge it's my fault for waiting until the last minute before firing it up.

Of course, I probably use video calls less than 5-10 times a year

You're lucky, a certain group of people that I work with love to use video calls to discuss issues rather than hashing it over text. I would rather use chat to discuss the issue as I usually have several irons in the fire at any given time and they can be incredibly hard to understand over a video call.
