The fact Penix prefers an offense that keeps him in the pocket and prefers to throw over run supports the case he was a better prospect.

the fact that Penix panics when his pocket isn't perfectly clean supports the case that he was, in fact, not.

I think people went too far the other way criticizing him after the national championship game. He had one or two bad passes IMO and there were one or two more misses forced by good Michigan pressure. After the Sugar Bowl, this is what we were hearing.
quote:

“With what I just witnessed in person at the Sugar Bowl, Penix is an assassin and has absolute, total command of the offense and incredible poise, nothing fazes him,” one evaluator said. “J.J. McCarthy is a great athlete but not nearly the arm talent Penix has. Penix is the most accurate downfield passer I’ve ever seen in college, ever. And I’m not exaggerating. Texas had good coverage on a lot of those big plays and it didn’t matter. And the designed QB draws were daggers. [E]very time Texas thought they were figuring out how to stop Washington, Penix would rip off a 10-plus yard run for a first down.”

quote:

“I’ve watched Penix for two years — he can really spin it [and] throws the best deep ball I’ve evaluated in 30 years,” one high-level NFL personnel man said. “I saw Penix in the wind last year at a practice and was astounded at how accurate he was on the seams, overs and deep balls. It really grabbed my attention. But the injury history is super scary.”

Penix v. McCarthy matchup preview.

I think he can be the best QB in this draft. However, it just doesn't make sense (especially given his age) to sit behind Kirk for 2-4 years.

An important stat that has proven to translate to the next level well is pressure-to-sack rate. Penix has the third lowest pressure-to-sack rate (7.6 percent) among qualifying passers. But he doesn’t avoid sacks by escaping pass rushers like Anthony Richardson, who also had a low pressure-to-sack rate last season. Penix avoids sacks by quickly getting rid of the ball, which is a double-edged sword.
