How would the federal government know everyone that is eligible to vote? To the best of my knowledge, the federal government keeps no such registry. I'm not sure many people on the left or right would want such registry for privacy reasons. More important, attempts at even getting close to this information, i.e. the Federal government just seeking to know the legality of citizenship on census questions, is being vehemently fought in the court system. That particular fight has been mostly supported by the same groups that would want to deny any voter id laws.
At best, the federal government may be able to provide a REAL id to anyone that is registered to vote, but that would require some interaction with state agencies. Moreover, it would still require registration, and to be a REAL Id, likely verification and authentication of identity.
I don't like the bargain of trading a constitutional right to implement a mechanism for better law enforcement or fraud prevention. Nevertheless, I'm interested to see how what you propose is even feasible. More specifically, if there is a potential bargain that would reduce fraud without a trade of a constitutional right that would satisfy factions that are ideologically opposed to voter authentication requirements, that would be worth discussion.
