The reason a WB needs first hand info is to eliminate thousands of WB's saying "I heard it through the grapevine". Now people can claim they heard something and make up anything. Heresay is not allowed in a court of law. You set yourself up for many lawsuits if you retaliate against a person due to 2nd hand info.
This change to the WB Rule was to start Hoax 2.0 There is no other reason. The Deep State lost their Rushia collusion now they are trying Ukraine collusion.
In the end this will make them look worse than Hoax 1.0 and Kavanaugh X 10.
It is utterly absurd that anyone would want to impeach a prez due to a phone conversation in which he was requesting another prez honor a treaty between the 2 countries that was signed 20 years ago by Bill Clinton.
