Two reasons.
1, short of military action, there isn't much he can do. And, that's a huge step that he's not going to jump into.
2, the tide is starting to turn. This is becoming a political winner.

I think because it is happening in democratic controlled cities and states. I think he is allowing them to destroy themselves. Does anybody really care if a civil war statue is removed from a major city? I say sit back and watch the destroy themselves.
