Doesn't this seem to tell us that at least some of the officers aren't gonna be charged? I'm not privy to how grand juries work. Is some of the findings told to those in power beforehand or is this just planning for the worst, hoping for the best?

Everything about that case is terrible. It was a systematic failure at all levels of government. This is the kind of situation created by a historically bad police department and the overzealous prescription of no-knock warrants. That entire institution needs to be rebuilt from the ground up.

No one deserves to be shot in their own bed, especially by police.
