New Orleans is a football city(trending down currently), but certainly not a sports city. And the answer is because of poor ownership, size, & demographics.

LA- Sports Town? No. This is the same city that can barely support an NFL team, but muh TV markets .

Shrinking population.
Population remaining has a large percentage with little to no disposable income.
Gentrifiers aren't interested in sports.
So, you're relying on, primarily, "commuter" fans and getting to the games is a PITA and growing increasingly dangerous to person and property.

Pelicans generally rank around 12th in home attendance based upon %.

Pelicans and Hawks are the only 2 arenas to have less than 17,000 capacity.

The BCS championship game in 2012 versus Alabama was well over 60% Alabama fans. This game was played in New Orleans.
