If it wasn’t Penn as Jeff Spicoli I’m guessing he at least got it into the mainstream but was this voice and mannerism done somewhere before that?

This is the answer I'd go with. I can remember when they first hit the airwaves on radio, TV, movies and their LP's. They epitomized the stoner 60's hippy types loaded on weed and magic mushrooms.

Sean Penn as Spicoli brought it to the screen 3 years after Cheech and Chong were in "Up In Smoke" in 79.

That character makes me irrationally angry. He's a worthless stoner piece of shite. Not my cup of tea. Neither is that garbage ticket scalper, Damone.

To answer the thread I wouldn’t be surprised if it could be traced back to the 1960s. Possibly later 50’s when surfing in CA worked its way into Hollywood culture.

Maynard G. Krebs was a stoner beatnik, the second cousin to the stoner surfer.
