I try not to judge too harshly because I've never been in that situation, but breaking a car window, especially if the water is already up to it, is freaking hard to do.

This is true. It's why people recommend to have a hammer or something in case of a situation like this one.

I was driving home that night a couple blocks from where this happened and it was raining so hard I could barely see to drive. Almost pulled over several times because visibility was so bad.
I know the place where she drowned and one of my dad's co-workers had a son who drowned there too because of flash floods sweeping them off of the road there.
Hope that fat sack of shite dispatcher gets what's coming to her.

You are right. If it was me, I woulda tried anything other than just waiting on the phone.
