Bump & good morning.
I have not the foggiest. I've done a lot of reading on experimental aircraft but I don't remember ever seeing anything about that.
It's got to be the late 50's or early 60's.

I don't know...but it kind of reminds me of those red and white striped under-belly painted FW190D's...

Exactly. Those things denote that the guy wearing them is a musician. They were called "swallow's nests".

What's hanging around their necks and what's their purpose?

Sorry got tied up here at work. What those German soldiers are wearing are called " gorgets". They've been around for a long time and have many different meanings but for the Germans, they denote Military Police.
As for the guy in the second picture. He's not a member of the Wehrmacht but instead is a member of the Waffen SS serving in the 13th Waffen SS Mountain Division. What made this guy different from the average German solider is that he is a Muslim. The 13th SS was made up almost entirely of Muslims from Croatia.
