I had a family member that was in rotation as hoa prez which he despised.
During one his terms a pesky neighbor called about 5 am on a Saturday morning. He was not pleased and it over something asinine like someone’s grass being too short. He asked the guy “Is it hurting you?”
He told the guy to call after 8am.

If they cant enforce liens for non-payment, they cant enforce fines.
You cool.

Generally-speaking HOAs are a good thing for neighborhoods.
That said, they certainly can create some headaches… especially for people that don’t like to be told what to do.
this... and I say that as member of my neighborhood's HOA and architectural committee
that being said, we are all pretty cool, and really don't want to have to enforce anything.... only thing we ask is that if you do want to make changes, pass it by us first, and 9 out of 10 we will approve whatever it is, as long as you ain't painting your shutters lime green or some shite...

Pros (at least the one I’m in now)
Pool I don’t have to maintain (really nice one with pool furniture supplied)
Really nice playground for the kids
Pickleball court (I don’t play it)
Rules about yard sales (2 a year, which the HOA advertises so things sell well you want to get rid of)
No eyesores (you junk up the place or fail to keep your yard maintained they fine you if you don’t correct after the 1st warning)
No idiots who love blasting their stereo at full volume next door (last no HOA location had one of those and houses around them have sold recently including mine)
Cons - if you don’t like neighbors HOA’s aren’t for you, buy 20 acres and build in the middle of it.
