It does not require first hand knowledge. It just has to

And the new form allowing for indirect knowledge bears a revision date of August 2019. The only available evidence at this time of the new allowance. August 2019 being the same month the Trump whistleblower complaint was filed.

Some people are blessed with the ability to clearly identify the very dubious nature of this action, and others are simply too limited in critical thinking and analytical ability to give it even a second thought.

ugh. u guys are brainwashed gullibles. do you really know how evidence and hearsay actually works to prove a contention? it may be hearsay with one witness, unless there is an exception, but may be proved first hand with another source or by admission.

Yes. Hearsay is highly frowned upon and the exceptions to the hearsay rule are narrowly tailored to a quite limited set of circumstances. The perilous nature of credibility and reliability of hearsay statements is why it's highly frowned upon.

I take it you're talking about the recent revision to the whistleblower statute? Hearsay is otherwise pretty much universally prohibited, save those narrow exceptions to the hearsay rule.

**Hearsay rules are more relaxed in civil matters, but that's another situation altogether.
