The reason a WB needs first hand info is to eliminate thousands of WB's saying "I heard it through the grapevine". Now people can claim they heard something and make up anything. Heresay is not allowed in a court of law. You set yourself up for many lawsuits if you retaliate against a person due to 2nd hand info.
This change to the WB Rule was to start Hoax 2.0 There is no other reason. The Deep State lost their Rushia collusion now they are trying Ukraine collusion.
In the end this will make them look worse than Hoax 1.0 and Kavanaugh X 10.
It is utterly absurd that anyone would want to impeach a prez due to a phone conversation in which he was requesting another prez honor a treaty between the 2 countries that was signed 20 years ago by Bill Clinton.

The complaint itself can be from second hand knowledge.
But the IC IG will not process the complaint unless he has first hand knowledge of the allegations. The IC's first hand knowledge can also come from the IG's investigation of the information of the second hand allegations contained in the original complaint.
That is what happened here. So in the end, the fact that the complaint was processed means that there was first hand knowledge of the allegations.
Not that they were true but that they were allogations that could be traced to have originated from first hand knowledge.

Anyone who saw the complaint had first-hand knowledge of the allegations.
You and I have first-hand knowledge of the allegations.
Once the whistleblower report was made public, everyone who read it had first-hand knowledge of the allegations.
That is no standard of veracity at all!
The question is as to whether ANY had first-hand knowledge of the actual call or had seen its transcript.
Based on the WB document, either the sources did have such knowledge and lied about it, or they had no knowledge themselves but relayed humor-rumor to the CIA operative.
Either way, the whistleblower document is loaded with false information. Yet, vis-a-vis an enabling press and complicit partisans in the electorate like yourself, Congressional hacks use the false claims to political advantage and elevate them as veracious. They are able to ignore the actual conversational transcript and all other first-hand knowledge, and instead deliberately promote false WB information as truth.
They do so at detriment to the country. They don't care.

It now appears Schiff had the document and/or knowledge of its contents in advance of its legal release. Put another way, these new "whistleblower" rules empower the IC to run the POTUS. They empower an unelected IC, a deep-state shadow-government, to approve anything the POTUS says or does under threat of legally publicizing a deluge of crippling false rumors otherwise.
