This is weird why when I use a vpn on Unlimited Elite (grandfathered) when tethering to my Wifi only iPad Pro it streams 60 to 70 GB 4k movies without buffering? Though when I do not use the vpn it buffers ? My steam saver is off on my account. I get 100 to 250 Mbps on fast.com with both vpn...

That is my current video card what should I upgrade to that is worth the money? Best bang for the buck if possible. If not then it is ok. Thought maybe now is the right time to get a new graphics card. Maybe I am wrong. Mainly doing it for Cities Skylines 2. Current pc specs is i7 12700k...
