Grew up for a short period in Hamburg about 40 years ago and women were always topless around the pools. Surprised this is news to be honest and thought it was commonplace

Yeah, that’s apparently legal here in Austin. Only on few occasions have I seen someone exercise the right, but the only boobs you ever see are the ones you really don’t want to see.

I don't have an issue with this. If women want to go topless, let them. As long as people have the balls to tell them to shut up about people looking, if they want to I don't see a problem with it. It's not gonna be the women you want to be topless anyway.
