Well, it's another form of enforcement. Again, i'd prefer cops stopping every a-hole with pipes that revs them up under the overpass to signal how "awesome" they are, but i'll settle for fines being mailed to them.
I can be conservative and not like trash at the same time. I'm strange that way.

You seem to not be able to conceive of a country that is governed by SMALL GOVERNMENT in order to grow for the better, more localized communities. Small government doesn't mean no government.
Sounds like you prefer unregulated anarchy and not conservatism. Do you support law at all, or is that "big government" also? At what point should laws be required? You have to have some form of law and order, otherwise, you're just an anarchist.
