They have to be majority black. Not easy to do that without gerrymandering. Neither New Orleans nor Baton Rouge is big enough or black enough by themselves.

And thus the problem. LA’s population has been fairly stagnant since the 80s while the rest of the nation has grown. Combine that with Katrina and you no longer have a CD comprised solely of Orleans Parish for one of these districts.

Do they? Seems like a voting rights violation for white minorities in primarily black areas.

The feds demand a second minority seat.

The feds demand we don’t gerrymander.

It is impossible to have both as our population is currently sited.
