How do you get a CD with 50%+1 black people in this state without including NOLA and the river parishes, which are already a different one?

If you have to do a second excluding those areas, you have to pull portions of at least two metro areas, if not three, and avoid a lot of white areas.


Cleo’s previous district was a Z from Shreveport to Monroe to Baker almost to Bogalusa.


With BR being as populous as it is and the city limits being over 50% black, it tends to be the starting point for any attempt to do a second one.



Short version - they are forced to do this by the courts and this is the least godawful way to do it given political realities in the state.

I disagree (would have preferred they fight), but I understand Landry's take. If you are going to lose, at least get in the good graces of Cleo, who can have a lot of pull come election time. Plus, it screws over an enemy and potential rival, so that's nice too.

It doesn't matter to some of these people. They are just looking to bash Landry. Let them keep showing their ignorance.
