I think Trump wants to make sure the spotlight never leaves him. Burgum was good on the debate stage and has done pretty well as governor. It would be more advantageous to have him in the Cabinet rather than VP.

nah, Trump will try now to show favoritism to any of the future Conservative leaders. At least by not giving one of the younger ones the VP spot.
He will keep them around and watch.
