Is that the proposal that would move forward using the current lines or is that the first proposal that failed? I ask because Wikipedia has the following:
St. George has a population of 86,316 within its proposed city limits with Whites expected to make up more than 70% of the population and African Americans at 12% of the population.

Theoretically the St George lines are as stated.
But that is based on the last official census and there will clearly be movement by a number of people once the city is finalized and the prospect of a school system is realized.
Areas in unincorporated EBR can petition for annexation or people can build in this area / buy existing housing in this area.
