There was a bar we used to give everyone wristbands, (I think they were neon orange and neon pink). The bar had black lights around the actual bar area and they all looked the same so they sold to everyone. When the cops would come through the door and the lights were on it would look like everyone had on the correct wrist and for their age.

my guess is its more promotion and computer skills
