I've been a witness of this phenomena for decades as a radar monitor. The exercise the military is doing is to mask aerial exercises. To hide an aerial attack should we need to use this technology. It's not to poison the earth. Chaff deployments are almost always in the same locations, and the population below them are not reporting medical anomalies to my knowledge. There are also spikes of energy returns that are blamed for DEW or other weather modification attempts, but almost all of them can be explained by radar algorithm or clutter pattern filtration weaknesses. To summarize, the use of radar data to confirm nefarious activities in real time is not likely to be a sample we could use. If you assume that technology exists, you should also assume they have a way to mask the operation to where radar technology isn't smart enough to give us a preview.
