I get what you are trying to say but the Center for Disease Control recognizes addiction as a disease, so by the textbook it's a disease.

The existance of Narcan doesn't do anything to push an addict further. It just saves their lives and gives them second chances. Nobody that's addicted to heroin has done less because they aren't aware of narcan.

You cannot win as a cop in these situations. Shoot him immediately because you KNOW that the bulge COULD be a gun. Play it safe and allow him to fire first. And of course no one expects a man to start shooting at people who just revived him.
This is why someone like Gravy needs a nice 70805 or 70802 ride along with 2 cops. He can see overdosing, violence of all types, and all around do no gooders.
Yeah, there are bad cops. Bad doctors. Bad grocery store owners. But I swear to be a cop in 2019, you need a set of brass ones.

The thing is, when someone is truly "addicted", you can take away whatever substance and get over the acute withdrawals - but then there is a period, sometimes up to two years, of "post acute withdrawals" - essentially peoples brains trying to get back up to speed. Long term addiction literally re-wires the brain and you aren't getting serotonin, dopamine and other brain chems like a normal, functional human.
So addicts undergo a long, long period of hopelessness, depression, malaise and when the brain is in that kind of depressed mode, not seeing any way out, a lot return to drugs.
This is in addition to the underlying mental disorders seen in many who get started as a way of self-medication and escape.
