Yes something hits the line causes a breaker to kick. It waits some amount of time trys again and if clear power will go. If not it will trip again for a little longer try again. After 3 times it trips and someone has to patrol the line see if something happened to it and they manually have to kick the breaker back on.

They can remotely switch off an area for a moment and see if the power draw changes. It it doesn't, that area is out of service.
