I know nothing is forever but what is best and long lasting for bringing grass and weeds down to the dirt about 8 inches or so off of a fence line?

Glyphosate or triclopyr to knock down grass. Imazapyr to sterilize for 6-12 months. All are super cheap in concentrate form and are landscaping essentials for most yards.
Triclopyr is supposedly somewhat broadleaf and brush/tree selective but I find it kills grass and weeds faster than anything else at 100:1 concentrate mix. Everything you get thoroughly wet will die.
Imazapyr I usually just use in driveway cracks/joints but it keeps anything from growing for months on end.

Diesel mixed with 10% used motor oil. That will kill it for a solid year.
That's what they used on the farm decades ago.

Needless to say that it isn't environmentally friendly

Search amazon, Walmart or your fav retailer. They’re all super common.
Glyphosate+Imazapyr is basically “Roundup 365” if you want to go the big box store route instead of mixing your own. This is more economical if you have less than 200 feet or so and won’t use those products anywhere else.

Mix it with diesel, and it sprays great out of a garden sprayer

I tried staining a fence with that cocktail a few years ago. Worked great out of a sprayer but a little smelly for my tastes. I filtered the motor oil through an old t-shirt first.

Remedy and diesel is the best I can find. I have about 2,000 feet of fence line and I'm not weedeating along a horsepanel fence for that many feet. My neighbor is cool but he doesn't have a maintained yard like I keep mine and he lets me spray from his side.

I use glyphosate and 2-4-D mix. I'll probably plan on spraying Saturday. Gonna go fishing tomorrow.

I have used this with success for OP's application. It doesn't last 365, but it does last for months.
