My husband has really sensitive skin. What brand razor and shaving products are best for really sensitive skin?

Get him a Double Edge Safety Razor, a shaving brush and some Proraso Sensitive Skin Shaving Cream and he'll be fixed right up. I have a Merkur 34C handle and I use Feather Blades.

This is exactly my set up.
To OP. The reason your husband is probably having issues is because multiple blades can cause irritation. Get him a good safety razor and a pack of good blades. The blades are so cheap that he can change them out every 2 or 3 shaves and never have a problem again.

no more than 2 blades (old school Atra etc.). almost impossible to find. shave once a week with blade, the rest of the time with rotary.
years ago a dermatologist said shaving with a blade was the worst thing some of us can do.

Double edge safety razor was a "Game Changer" for me and my sensitive skin. I use BIC Chrome Platinum blades because they are much more forgiving than the feather blades. Feathers are just too sharp for me.
My razor is a RazoRock Game Changer .68. See here.
Get him a whole set up for Christmas. Badger hair brush, shave soaps, lather bowl, razor stand. He'll appreciate it and enjoy every shave.
Note that I have found that tallow based shaving soaps make a thicker lather that also is better on sensitive skin. Stirling shave soaps have been my favorite, and you can get a bunch of samples for him to try different scents. Haverford has been my go to scent lately. They also have some damn good aftershaves.

I tried this setup, it did not help me with the sensitive skin issues. The only razor that seems to work for me is the Schick Xtreme 2, has two blades.

Wait, are you asking for a double bladed razor (Merkur etc) or a Mach 3 like razor?
I’ll get downvoted to hell, but If he’s sensitive, he will not use a double blade razor as soon as you’re not paying attention. It takes time to learn, and depending on his skin and hair growth, may never be a great experience.
I think (with zero non anecdotal evidence) that most men use conventional (Mach 3, etc) way too long because they’re so expensive. Especially if they don’t shave every day, the longer hairs get stuck and start mos-shaping the blades, which causes … skin irritation.
I found Dorco razor “systems” like a Gillette product that are irritation free (I use the Dorco pace 5) and cheap. I also use their double bladed ST301 razors on occasion, which are also smooth, but it took me months to figure it out without nicking my lip twice a week.

Dorco Pace 6 Pro 3D Motion Razor System - 1 Handle + 9 Cartridge Set from amazon then by refills.
Shave in shower. Replace blades ever 8-10 shaves. Use a good cream like Cremo or other brand.

I don't have sensitive skin but that is my go-to razor and blade combo. I do use a commercial shaving gel after I use a very hot towel applied to my face to soften the beard a bit.
I haven't had them in years, but when I was in my 20's I'd often get some ingrown hairs on my neck and under my chin and they are a PITA to deal with.
When I was in Navy boot camp they had a black guy with very sensitive skin and he had to use some type depilatory cream instead of a razor.

This. Wash hair and soap up, then shave once your hair softens up a bit.

Rockwell T2. It’s an adjustable DE.

A safety razor really helped mine. Used a Merkur for a while, and recently went to a Henson. That joker glides.
Also, as others have suggested, shaving in the shower is the best way.

Several years ago, I tried Cremo shave cream and preferred it to traditional foamy shaving cream.
Then I tried Pacific Coast Caffeinated Shaving Cream and switched to it. Been using it (in the shower) ever since. No skin irritation experienced with it.
You can order it from Amazon, and a large tube lasts a few months. They also have a 3.4 oz. tube that is TSA liquid-policy compliant.

Get him a safety razor. Get multiple razor blades. I'm not a fan of feather blades. I get nicked up with them. I prefer Astra

Adjacent soap instead of aerosols, and cleaning my blade and drying it off after every use. Made all the difference for me. I use cheapest blades possible and they last a long time when properly cared for.
