Especially for WRs. The 1970s All-decade team was the first all-decade team to use the WR term. Since then there have been all but one eligible WR (15 out 16) that have made the HOF. Holt is the only one that has not made it but he's been a 4x time finalist. He'll probably get in by senior committee.
Out of the 2010 all-decade team, Calvin Johnson has already made it in. Fitzgerald almost certainly will next year. Brown would have been a slam dunk too but who knows what they'll do because of his craziness.
In other words, if they put select you as a WR on an all-decade team you're almost guaranteed to make it in at some point.
Don't think he'll be first ballot with all the WR backlog but Julio will make it in at some point

Nobody that matters ever asks me but in my opinion, a hall of famer is someone that is considered as the top of his position for 5+ years. Someone that performed at an elite level for an entire contract.
Julio Jones meets that definition. For a long stretch of time he was considered as one of the top, if not the top, receiver in the NFL.
I’m not sure if he will be a first ballot HOF’er nor do I have an opinion on if he should be, but I think he’s in the hall sooner rather than later.

He never scored a touchdown on the Saints after they drafted Marshon Lattimore, and finished his career with more fumbles lost (4) than TDs scored (3) in 19 games against New Orleans

I think he's the prototypical borderline HoF guy that eventually gets in. Those numbers alone would not be enough to get in; but as many have pointed out, he was one of the top 3 WRs in his era for multiple years which is a major qualifier in the eyes of the voters.
The biggest question for when for JJ is are there any WRs "ahead of him" that still need to get in.
To add: At a glance there are still 3 guys that have been eligible for a few years with better numbers than him in those 3 categories and are still not in:
Boldin (eligible since 2021), Reggie Wayne (2019), & Steve Smith (2021)
Also, Brandon Marshall (eligible since 2023), Heins Ward (2016) & Torry Holt (2014) all have receptions & TDs over Julio (but not yards) and are still waiting.

It’s by far the easiest to get in. I’ll say he does get in. But to me he’s not considered an “All Time Great”
