My wife and I can't remember which movie has this line in it (and googling is hard both because it's such a common phrase and there's also a movie by the name).

It might be a Will Ferrell movie... maybe Old School. Might also be Animal House...

Help... and if you can describe what's happening in the scene, even better.

It’s okay. Lots of fun little sequences. Karen Duffy has the same name as she does in Dumb and Dumber, “Shay.”

it might help if you could provide any context on the line. Is all you know that you heard that line in a comedy? Any other clues?

They're like spying on someone or something. I want to say it was said over a walkie-talkie.

I'm pretty sure Caddyshack II might be the right answer.

If that is true, we’ll have to retire that one for good.

ETA: my guess was gonna be Rocket Man, due to the subject of the movie.

Welcome to Mooseport?

Gene Hackman is the former POTUS and retires to a small town called Mooseport and runs for mayor against a local played by Ray Ramano.

Pretty sure he comes into town on a helicopter or private jet and someone (maybe a secret service agent?) says “The Eagle has landed”

Bottle Rocket.

“Ca-caw, ca-caw.”

(Might not be an eagle call, I’m not exactly an ornithologist.)

The OP thinking this was the right answer reminds me of when we were playing some kind of teacher game in 4th grade. When I gave her what I thought was the right answer, she replied back, "Be specific". I heard it as "B Pacific", thought it was a clue, and blurted out, "Big Pacific".
