One insider told MailOnline they were 'shocked' he had been allowed to retire given the former boss of Deloitte UK, David Sproul, had previously made clear the firm would fire anyone involved in 'inappropriate behaviour' in a 'zero tolerance' policy.

This is not reporting. This is innuendo. Without direct quotes of what was said, you can not determine if any of the "group"(s) offended should have been.
