closest place to BR to get a 2 year inspection sticker

You have to get your inspection sticker in the parish your car is registered in.

You can't just drive anywhere in the state that you want and be able to get one.

You can't be that dumb can you?
Those parishes are under special rules, which is why you can't get a two-year in them. If your car is registered in one of those 5 parishes, no other parish can inspect your car.
Source: Car is registered in Livingston. I tried that shite in Ouachita. They told me it was against the law for them to inspect my car.

Yea it has to do with all the chemical plants they actually check your exhaust and it costs more. North LA > South LA in regards to inspection stickers

My 2 year sticker expires soon as well. I have registered my truck in EBR parish since my last inspection. I have illegal tint (trashy) and a check engine light that has been on since 2010. I think I'm just gonna roll the dice and be done trying to get inspection stickers.

Again...still the BR metro area. If you try to go outside of that area with a car registered in BR metro (the parishes you mentioned in the OP)they will not give you a sticker

That's because it's still part of the metro BR area.
If your car is registered in one of the parishes requiring extra emissions testing, then you HAVE to get it inspected in one of those parishes (doesn't matter which one).

I'll be glad once I move back to St. Charles Parish in a few months. No more $18/year inspection sticker.

As has been mentioned - the emissions test.
If your car is registered in one of those 5 parishes, you can only get your car inspected in one of those 5 parishes. It's just that simple.
