Do you say "TO hell" or "THE hell" with something when dismissing it wholly?

I hear both used but I always thought it was "TO hell" as in throwing it down/away to hell.
I'm not talking about telling someone to go to hell...im talking about when someone dismisses an idea or thought and says to hell with it!
EDIT- As some of you appear confused I'm not talking about when you are questioning something like "What the hell is that" I'm talking about when you are denouncing something like..."they said we can eat cake...to hell with that!"

Listen up city slicker overthinkin’ this like it’s rocket science. It’s TO HELL with it, understand? Like chuckin a busted beer can into the bonfire straight to the devil’s doorstep! “The hell” sounds like some Yankee nonsense or what my cousin dustin mumbles when he’s three whiskeys deep and forgot how to talk. "the hell with it" seems lighter and more dismissive - I'm just tossing it away. "to hell with it" is angrier. A subtle distinction but a real one.

Like some posters have said, "what the hell" is commonly shortened to "the hell" but, it's also quite common to use "hell" as an exclamatory expletive like in "the hell I will" or "Hell, I can't get it."
OP is correct that something extra is going on in the example: "they said we can eat cake...to hell with that!"
It's certainly more common in the USA, to hear "they said we can eat cake...the hell with that!"
What's happened in most American dialects is the grammatically correct "to hell" has been replaced with the exclamatory expletive usage of "the hell".
What it loses in grammatical precision it gains in the exclamatory strength of avoiding the stilted, colder proper English of "to hell".
