My neck gets irritated pretty easily, especially as I wait longer than I should to shave.
Looking to switch to a safety razor or a single edge like Supply Company razor.

Find yourself a refurbed Gillette Fatboy and a box of blades. Gillette got it right early on, then proceeded to frick it all up.

Literally the single best purchase I have ever made
I left mine at a hotel and repurchased immediately
ZERO irritation
I struggled with razor bumps turning into ingrown hairs or pimples my entire life
This razor - I would buy a steak dinner for whoever invented this thing
It is a godsend
Pair it with Proraso Green and a Gillette Platinum blade... a nice boar brush and soap bowl
Shaving how it was supposed to be
The exposed blade edge is SO tiny and SO supported that the thing.... if you get the lather just right... like kind of vacuum seals to your skin as you go and it feels like you're just.... skiing on freshly dropped powder.... that's kind of how I describe it... like you're just floating

Merkur 34c/38HD is a pretty good “starter” DE razor that’s probably good enough. I bought one but eventually grabbed an adjustable (Merkur Futur).
There are a number of other very good/comparable beginner razors. The Mühle r89 is one that is popular- it has matching brushes if that’s a thing you care about. The mühle synthetic fiber brush I bought in ‘15 is the last shaving brush I’ll ever buy.
Parker also makes reasonably priced razors.
Feather makes a cheap plastic razor with a stainless TTO head that’s a good beginner razor, too, and an easy one to buy then relegate to “travel” status if you want such a thing. Feather is known for the sharpest blades, but their handles are generally some of the mildest (least exposed blade/smallest blade gap).
For blades:
Variety pack. Make sure it includes:
1) feather
2) Astra (green and blue)
3) derby
You’ll overpay. It’s fine. Once you find what you want, you’ll spend far, far less on blades than you currently do. So overpay to find what you like, because there’s no other good way to try, and the experience with blades you don’t like can be terrible.
If going brush + cream, I like the Muhle synthetic fiber as mentioned. Somewhat pricey. I’m not anywhere close to vegan/cruelty free or anything, but the reviews were great, and it feels awesome and raises a lather faster/better than my Art of Shaving sample (small) badger brush by a wide margin.
Cream wise:
Taylor of Old Bond Street is a great place to start. I’ve never had a bad one. Rose may be my favorite scent. If it’s not, Royal Forest has as very good cologne smell reminiscent of Creed’s Aventus cologne. Sandalwood is generally the classic. Mr Taylor or Eton College are very good. As said- still haven’t found a bad one
Art of Shaving makes sample kits. Not a bad place to start at all. Something like $25 gets you a brush, cream, preshave oil (I don’t use it) and aftershave (I still think Skin Bracer Electric Blue is the best ever made and am sad it was discontinued and that I didn’t stock up when it went out of production. I use a Taylor of Old Bond Street one now and like it).
My face takes 3 passes (with, across, then against the grain). My neck gets against the grain THEN with it or it gets irritated. Technique is not natural. It takes several tries and errors to get right. And you may not do as well with what works for me or anyone else, so play with it a bit.
Good luck. Have fun.

Just get a Merkur. Then get a variety pack of blades to try. People can suggest blades, but really you need to try different ones and decide what you prefer.
Personally I like Feather blades and Personna. Some people hate Feather and like the Gillette 7’Oclock. But really it’s all personal preference.

There’s no way anyone has done this much research for razors!
Use a disposable razor and a bar of soap for cream and call it a day. It’s all overpriced anyway.

I am but a novice.

I don’t mind a BIC 2-blade disposable, but a wide-open Merkur Futur with a fresh Astra blade is far better at making my face presentable and reducing irritation. In the same way, soap isn’t bad. Most pharmacies still carry Williams mug soap ($1, round, fits in mug). The creams are a bit slicker, and I get fewer “skips” and bumps when I use them. A tub is like $12-15 and lasts 6 months or more on average.
ETA- my blades are on the order of $0.11/blade as well. Usually last 4-8 shaves.

Merkur and feather blades. Biggest thing is you need to relearn how to shave with a safety razor. You can’t really go all directions like you can with modern 2-3 blade razors. Watch some videos. After you get used to it you won’t have any irritation or razor bumps.

Most safety razor blades are made abroad, because they're generally more popular abroad than in North America. So when I switched, I got a sampler pack from Amazon from many different nations. That way you can see who you like the best.

I've posted it a few times before- I have a norelco one blade pro,can use it wet or dry,it gets real close ,you'd swear you've shaved, haven't spent a penny on blades in years. I've used it pampering the ladies a few times, doin their bikini line, legs and they've bought it. When I first got mine I had a goatee ,now I'm long beard and use it on my neck and trim work . Money well spent
There's probably better models than what I have out there now

I have a Supply SE razor. Like all things it has its pluses and minuses. Razor is heavy and solid and well made. Old school injector cartridges are easy to use - I get about 10 days or so out of a blade. It’s bulky and hard to use in tight spots. Also takes a little practice to get a good shave - it will never be as close as you get with a multiblade razor no matter what you do. On the other hand the single blade just glides across your face with ease - nicks and cuts are non-existent, unlike the typical double edged razor like the Merkur (at least for me). Minimal irritation to be sure. The “premium” blades are much pricier than the usual double edged blades but they go on sale from time to time. Still I am perpetually in search of the perfect razor and haven’t found it.

West Coast Shaving has everything you need. The blades are cheapest on eBay.

Use OG Barbasol and cleanse your face/neck 91% rubbing alcohol after you shave.
I used to get fairly severe irritation, redness, bumps, etc., and this prevents it full stop.

A Fatboy may scare the OP off. Maybe it’s changed but it’s the only one I do not have. It’s too popular and that reflected in the price. eBay auctions on them are pretty tough.
I have every one but a fat boy. Just buy a fat handle tech or any speed master. They are awesome. They are about as fragile as a bullet too. They will outlive your whole family.

A buddy of mine introduced me to the world of double edge safety razors, a few years ago, and I am very, very thankful. I used to have the same problem with irritation, and really dreaded shaving. Now, I look forward to it!
I have tried several razors over the last few years, and there were pros and cons to all. However, I recently purchased the Merkur 34C and I don’t think I will be switching in and out as much anymore. However, everybody has to find the razor and blade combo (Gillette Nacet blades for me) that is best for them. But, that’s the fun part!
Don’t overlook the pre-and post shave routine. It always helps to take a warm shower prior to shaving to open up your pores, and a splash of cool water after your shave to close them. Proraso makes a great pre-shave cream. I use every time now, and could not imagine not using it before shaving. Also, I use Aveeno fragrance free lotion after my shave.
Also, there are some great sites and YouTube channels dedicated to wet shaving. Geofatboy, West Coast, Kevy Shaves, etc.

I use a Muhle R89 safety razor with Astra blades. If you need extra lubrication, use grapeseed oil, don't waste money on shaving oil. Buy a quality badger hair bush. I use Poraso shaving cream. Everything is on Amazon.

Best move I've ever made. Bought a cheap safety razor at Walmart. 100 blades off amazon. Amazing, clean shave. Haven't bought blades in 4 years.

You got lucky. Amazon sells a lot of counterfeit blades.
