By this measure, students at U High seem to do very well on the college prep testing. Maybe things have changed the last couple of years, but by these statistics, it does not seem that things are as bad as some think.

Belle chase is 34th at 20.7
Pearl River is 75th at 19.6
For reference Haynes is 29.9 at the top spot
Mandeville is top overall traditional public (12th overall) at 23.3

But when I make the decision, I will go by ACT scores more than anything put out by the state or any other media body, as well as just a general feel for the student population. I have no faith or trust that objective metrics are used by any "ranking" body. Having Uhigh behind schools like Dutchtown, St. Amant, etc is purely laughable
Unfortunately, they are trying to add subjective measurements to the ACT and SAT as well

Looks like the top schools in the EBR area according to the States SPS are Baton Rouge High, UHigh, and Lee High. Very different list than the US News report listed by the OP.

When I was at LSU in the late 80's/early 90's, I always thought that UHigh was suppose to be a really good school that had a ton of LSU professor's kids attending. I lived in Power and we always use to play ball at the UHigh field right by the dorm. The kids who went there looked pretty well-to-do by public school standards.
I also met some kids at LSU who went there and they all seemed more like New Orleans Catholic League kids.
According to the survey, however, it only has a 15.5% college readiness score (however they calculate that?).
Is it really that poor?

A friend of mind is a child and adolescent psychiatrist in New Orleans. I'm not sure if it's still the same, but about 15 years ago, he told me that many of his patients are Ben Franklin kids. He said they were all neurotic. Between the parents and the school, they put an inordinate amount of pressure on those kids and they have some major issues.
