How many beaches are there in Vermont? I assume there are lakes and whatnot, but there definitely aren't any ocean/gulf beaches, as Vermont is "landlocked."
Edit to add:
Lake Champlain is up there...which is home to a "lake monster" named Champ. Perhaps they entice the beast with their flesh.

Were they sexing in the water or on the beach?
If the former, well, no big deal.
If the latter was done in front of kids, well, shame on them. Misdemeanor conviction with a fine.
Chick was topless on the beach? How much of the public was within view? Was it brief, while she jumped in the water, or was she sunbathing nude in front of boys and men?
Let’s not go get overly worked up about some young people being sexual in inappropriately places.
