Why doesn't Louisiana DOTD have more tollways with feeder roads in the state's metros?

An example where an easy format change would be beneficial - Florida Blvd (190) in Baton Rouge east of the Airline Highway interchange. This is an obvious alternative route to I-12 for commuters. A more efficient highway here would draw more traffic away from our overtaxed interstate highway and improve visibility to retail spaces along Florida Blvd.

Florida Blvd and it's service roads in this part of Baton Rouge sits on at least 200-210' strip of right of way. It's wider in some areas.

There are similar examples in Alexandria, Shreveport and Jefferson Parish where a conversion to a freeway could be done without a painful expropriation process as additional right of way would not be needed.

Why not eliminate all those red lights by building over passes over the intersections and converting the service roads into one way feeder roads?



An example format, which is common on Texas and has even been done in parts of Louisiana:



This is the Dallas Parkway, which is actually 6 lanes wide and is flanked by a pair of 3 lane feeder roads. This example features more lanes on a narrower right of way.....so it can be done.




There are other opportunities like this too.

- Airline Highway in Baton Rouge has between 200' and 270' to work with, and a freeway could eliminate a lot of at-grade rail crossings that tie traffic up regularly. They could make that route a freeway with service roads from the river all the way into LA42 Ascension parish if they wanted to.
- LA 1 in West Baton Rouge is sitting on anywhere between 200' and 220' of right of way - also plenty of space for a 4 lane freeway with a pair of 2 lane service roads - with room to spare. Even more if they can execute on the plan to move the rail road tracks around Brusly.
- LA 71 "loop" around Alexandria is about 250' wide. The format it's in now is nonsensical, since it features feeder roads (which provide only indirect access to roadside businesses) but also at-grade intersections. This should be a freeway with feeder roads.

Our folks can’t see the big picture and aren’t about to be told to pay tolls.

LADOTD is an incompetent organization that isn't accustomed to doing anything unless scores of politicians are forcing their hands. And even then, they often fail.

They couldn't finish the LA1 bridge in Port Allen before it started sinking. The brand new Audubon bridge failed to get a top rating in its most recent inspections. This organization can't even run a street sweeper on our major state highways or keep the lines painted. They expect pavement surfaces to last 25-30 years with zero maintenance.

A conversion into a toll freeway with service roads is a great option. People can avoid the tolls and stay on the service roads. Or they can pay the tolls and move far, far faster and avoid traffic lights.

You'd essentially have a completely elevated highway in portions of airline. Gonzales/Prairieville area, Coursey - siegen. That ain't cheap.

This is an incredibly stupid format. It was popular in the US in the mid 20th century, but most other states have completed at least partial freeway conversions at this point.

Louisiana's strong affinity for clover leaf interchanges are also puzzling.

It's not cheap.

Businesses hate it because it limits access to them.

Believe it or not, even if you could magically produce construction plans and specifications overnight, it still takes lots of time to construct and causes tremendous inconveniences in the meantime. You know how much the public understands that aspect.

Ask your legislator about that.

Tolls get shot down early and often.

The trucking lobby is also strongly against tolls.

Can you blame people for not wanting to pay tolls on a road that will be in shite shape and the tolls will just end up in someone’s pocket?
