I have an old swing (8 x 5) set frame I'd like to refurbish and was wondering about the price of powder coating.

call around to your local paint and body shops. Maybe Fact-O-Bake can do it for you. Best and cheapest option would be dis-assembling, sandblasting or elbow grease using sandpaper / wire brush, then Rustoleum rusty metal primer, followed by 1-2 coats of choice of paint.

I have no idea on cost of powder coating.
What I would probably do is use a wire brush on a drill (or angle grinder) to clean off any existing rust and old paint. Then (immediately after), I would wipe the metal and then prime with a good primer from Rustoleum. Then paint 1-2 coats with a good Rustoleum paint.
If you use a wire brush with an angle grinder, be aware that some of the wires will come off the brush while you're using it. The grinder spins at thousands of RPMs and that's a lot of centrifugal force. Need to have good eye protection. It's also a good idea to have a dust mask.

Had my 4 wheeler frame done a while back. Think it was like $150 or so. You can get more layers and it will cost more. Depending on where you're located I went to westside powder coating in Westwego, LA. They were nice, did a good job and and gave me a better price then a place I got a quote from where the guy was an a-hole.

This is the way. When you whipe it down, use WD-40 then let that evaporate off of the surface. Rustoleum has some truckliner think and rugged rattle can paints that I would use after priming it it you weed whack around it or wrecklessly ram the mower into it.

I’ve had a few things powder coated. A swing set should be around $200. The two places I’ve used in Fort Worth sand. Lasted the metal I took them regardless of its condition so you may call and ask if they do that before going through the hassle of getting to bare metal yourself.

I would stay away from the WD40 and use Rust-Mort. Since it’s a bigger object just get a cheap paintbrush and brush it on. Once it’s dried it will hold the primer perfectly and won’t rust any more.

Nothing you can do will beat a powder coat. They sand blast, prime, spray ceramic on, and heat (HOT). Very glassy finish.
I had 4 outdoor spring chairs coated at Nico Industries at the Hammond airport exit off I-12. They did an excellent job for $150 per chair. Name is now Hudson Services.
You should consider galvanizing your frame. I had some things galvanized at a place in Chalmette 30 yrs ago that have been out in the weather and still look brand new. Not as pretty as powder coat, but very durable.

These guys did a great job on some auto parts i had powder coated. They sandblasted it first and then powder coated it.
